Google vice President Winton Cerf: access to the Internet is not human rights

Google vice President and chief Internet sermons division Winton Cerf recently published in the New York times published on "Access to the Internet Is Not Human rights" article. This article think, access to the Internet is not the basic human rights, and just realize the right to freedom of opinion and the means of human rights.

In the recent "Arab Spring" democratic movement, social media in the protesters gather and realize that help the process of the right to freedom of opinion and it has played a big role, it sparked the necessity of the access to the Internet for big discussion. In fact, France and Estonia have officially will visit the Internet identified as one of basic human rights.

But, he was setting out to disagree. He in the article above wrote: "this argument ignored the very basic point: technology is the realization of the right way, it was not right itself. Human rights standards are very high. In short, it must be the necessary things to live your human healthy and meaningful life, for example from torture the freedom and the freedom of belief. Cerf still for example says, if you need a horse to make a living, then you make a living human rights is related rights, not to have a horse. The Internet also so, technology can realize and improve the right to freedom of opinion, but it just to achieve the goal of tools.

Cerf said, although access to the Internet is a civil right's views that have the market, but it also has the same problem. Cerf wrote, "all these metaphysical ideas are ignored a more basic question: technology is the responsibility of the inventor itself in the service of human rights and civil rights. The Internet provides a global equality for people to creating, sharing and accessing to information platform.

Cerf said, engineers and technical experts have a responsibility to allow the user to realize human rights, and protect them from virus attack. In other words, and technology innovation is the co-existence of civic duty.

Cerf concluded, "improving Internet is a way, a very important method, it aims to improve the human life condition. Improve the starting point of the Internet is to respect worthy of protection of human rights and civil rights, but we don't think with a mistake that access the Internet is also a kind of human rights and civil rights.
